I observe the same behavior if I select multiple clips and analyze them for people (although there are, naturally, more people identified - but still not everyone and not in every clip in which they appear). I can't define/create new people that are totally missed by the neural engine in every clip. If face recognition does not recognize one of the people in the clip, I can't change it or add it to the People metadata field. Sometimes the tagged person shows up in the People metadata field and sometimes it doesn't. The "People" dialog opens maybe with some people identified (usually with not all the people identified). I have right-clicked on a clip and run "Analyze Clip for People". This is not entirely unexpected, but would be extremely useful (when face recognition completely misses a person). I cannot click (or double click) in the field to edit the People manually (the same way I can with Keywords).
